  • Request for proposals are invited for Assessing project development potential of floating solar PV in Indonesia - Situation analysis. GGGI Indonesia is inviting eligible firms/entities to submit their proposals for the following scope of work: PROJECT BACKGROUND: As part of the Indonesia country program, GGGI is implementing the Designing Article 6 Policy Approaches (DAPA) initiative. DAPA is pairing international carbon trade under Article 6 of the Paris Agreement with policies that promote greater uptake of specific solar renewable energy technologies in Indonesia. By leveraging Article 6 trades for wider policy-based activities, DAPA seeks to spur alternative financing sources while increasing Indonesia-s greenhouse gas (GHG) mitigation ambition under the country-s Nationally Determined Contribution (NDC). One concrete option currently being explored is the generation of ITMOs by utilizing dams managed by the Ministry of Public Works and Housing (MoPWH) for FSPVs (overseen by the Ministry of Finance). In addition, and through a separate project, GGGI is implementing the β€œRenewable Energy-Accelerated Transition” (RE-ACT) which offers technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia, which are currently held back by policy barriers and a lack of proven investment models for private investors. RE-ACT started in October 2021 and has a duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the Indonesian Government to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy and, in turn, allow for more ambitious NDC. The MEMR has requested GGGI to support the DAE. In particular, GGGI will provide technical input for updating the FSPV Power Plant Guidance, including for the planning and regulatory assessment, reflecting best practices, standards, and lessons learned (and considering both Indonesia-s Enhanced NDC has an unconditional emission reduction target of 31.89% and a conditional emission reduction target of 43.20%, relative to business as usual. On the energy sector, the country outlined ambitious targets for renewable energy development through the National Energy General Plan (RUEN) and the National Medium-Term Development Plan (RPJMN). The RPJMN aims to achieve a renewable energy mix of 23% by 2025. This target reflects Indonesia's commitment to diversify its energy sources, reduce dependence on fossil fuels, and promote the adoption of clean and sustainable energy technologies. FSPV installations will contribute directly to the diversification of Indonesia's energy sources by harnessing the potential of water bodies.
