  • Tenders are invited for Carbon Pricing Framework Agreement. Description : GGGI is inviting eligible firms/entities to submit their proposals for following scope of work: PROJECT BACKGROUND: The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2Β°C, and to pursue efforts to limit the increase to 1.5Β°C in a cooperative manner. GGGI-s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. These programs support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation. GGGI is currently implementing Article 6 programs in over twelve countries globally, with a plan to expand considerably in the coming years. In October 2022, the agreement to establish a Carbon Transaction Facility (CTF) was approved by the GGGI Council . The CTF will host carbon trust funds that can support buyers and sellers among GGGI-s Member and partner network to complete international cooperative activities under the Paris Agreement, leading to trades of mitigation outcomes. OBJECTIVE OF THE ASSIGNMENT: GGGI is looking to sign Framework Agreements with selected Service Providers to support expansion of carbon pricing activities and plan to scale up GGGI-s service offering in the area of international carbon markets. GGGI is seeking to establish FWA with eligible Service Providers to provide one or more areas of the services listed in Scope of Work below. SCOPE OF WORK: This RFP will focus on the following areas: Area 1. Legal and regulatory analysis and development for participation in international carbon markets. Examples may include but not be restricted to: o Analysis of legal and regulatory needs o Development of legal and regulatory frameworks for carbon markets o Provision of capacity building in relation to the aforementioned activities o Development of knowledge products in relation to the aforementioned activities Area 2. Governance framework analysis and development for participation in international carbon markets. Examples may include but not be restricted to: o Readiness and needs assessments o Development of eligibility criteria, criteria for validation and verifications, acceptable methodologies procedures for authorization, policy on Share of Proceeds, etc. o Development of Article 6 strategy o Provision of capacity building in relation to the aforementioned activities o Development of knowledge products in relation to the aforementioned activities Area 3. Infrastructure for participation in international carbon markets. Examples may include but not be restricted to: o Design and development of registries for participation in carbon markets o Design of tools to collect and process information for emission balances and other reporting requirements to the Enhanced Transparency Framework (ETF) o Design of tools to facilitate application of governance framework provisions (e.g., to check list to determine compliance with national requirements or eligibility criteria) o Design and development of monitoring, verification, and reporting (MRV) systems for participation in carbon markets o Implementation of aforementioned activities, including provision of capacity building for key stakeholders Area 4. Sustainable development and co-benefits. Examples may include but not be restricted to: o Design of provisions for ex-ante social and environmental impact assessment o Design of environment and social safeguards for participation in carbon markets o Development or adaptation of safeguarding methodologies and/or tools for assessing environmental and social impacts o Development of analysis regarding what regulations, policies, instruments, among others, host countries should have in place o Development of Environmental and Social Impact Assessments Area 5. Origination and structuring of mitigation activities. Examples may include but not be restricted to: o Sectoral analysis to determine abatement potential o Identification and prioritization of mitigation activities above unconditional NDC commitments o Financial structuring of mitigation activities, including financial availability appraisals. o Emission reduction calculations and modeling and related support (e.g., determination of crediting periods) o Support development of mitigation activity documentation, including idea notes (MAIN) and design documents (MADD/PDD) o Capacity building and training for relevant stakeholders, particularly mitigation activity proponents For more details, please refer to the Terms of Reference (TOR) document attached. GGGI will convene a virtual pre-bid conference via M/S Teams to address any queries/clarifications relating to the assignment and procurement process on July 18 at 17:00 pm Korean Standard Time (KST). IMPORTANT TIMELINES: The tender submission deadline is 18 August 2023, 16:00 pm KST (Korean Standard Time). If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting β€˜View Details- on the relevant notice and then clicking the β€˜Tender Application- button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the 'Supplier Guidance' area of the portal for further information. ONLINE TENDER MANAGEMENT: Once in the Tender Management Area for the tender, there are five possible tabs: β€˜Tender-, 'Tender Documents', β€˜Correspondence-, β€˜Clarifications- and β€˜History-. Select the 2nd tab ('Tender Documents') where you will find useful information regarding the RFP. Scroll down to the heading β€˜Tender Documents Received- where you will be able to view / download the documents. OPTING IN & OPTING OUT: Please note that you may be required to β€˜Opt In- before you can start populating your response. The β€˜Opt Out- functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to β€˜Opt In- at any time during the tender process if you initially decided to β€˜Opt Out-. SUBMITTING YOUR RESPONSE VIA THE PORTAL: Please note that you may be required to β€˜Opt In- to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e. specified documents) within the 'Tender Documents' tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click 'Submit Return', located towards the bottom of the screen.
