  • Request for proposals are invited for Consultancy to Design a Technological Tool for the Early Identification of Public Investment Projects that could Promote Deforestation.- Colombia 1) Proposed Activities for the Overall Project For the development of this consultancy, the following activities should be carried out: Work plan 1. Elaborate and develop a detailed work schedule that includes a methodological framework and timeline for the activities outlined in these terms of reference and agreed with GGGI and DNP, as well as the scope of each activity and the risks identified. Phase 1. Identification and analysis of requirements 2. Formulate the conceptual model that responds to the information needs and requirements for decision-making regarding investment projects and their impact concerning forest loss. This model must contain the relevant actors, sources of information necessary for its development, and the identification of existing platforms, geoportals, or open data of geographic information, with the possibility of integration. 3. Comparative review of geographic information platforms with the evaluation of the operational framework of existing institutional platforms and web portals, identifying opportunities for interoperability between different platforms. List the platforms that present interoperability exercises of the environment sector (e. SIAC, IDEAM, IAvH, SINCHI, among others) and other related platforms (e. Territorial Portal of Colombia, Atlas of security, justice and government, Map of royalties, Integral Platform for the Organisation of Information-Platino-, among others). Assess the quantity and quality of information relevant to deforestation prevention issues that are handled in each platform: alphanumeric data, scale, geographical coverage, updating times, benefits, difficulties, accessibility, and sustainability over time. 4. Recommend the best alternative for the geographical analysis of potential deforestation alerts, based on the above analysis. The alternative should be complementary and/or interoperable with existing platforms, ensuring easy and free (open data) access to information for the public. According to this alternative, including the detailed description with the interoperability guidelines established by the Office of Technologies and Information Systems of Minambiente, DNP or the corresponding entity, according to the best alternative. Include the proposal of the key steps to implement the recommendation of the previous point, guaranteeing complementarity and interoperability with at least one of the existing platforms; as well as the rights for registration with the National Copyright Office.
