  • Tenders are invited for Delivery of 5 Second-Party Opinions for Thematic Bond Frameworks in Colombia, Paraguay, and Peru The Latin America and the Caribbean (LAC) region accounts for 6% of the world-s GDP and contributes around 12% of global GHG emissions. Being highly vulnerable to climate change, the transition to a resilient and low-carbon model of growth is of critical importance to the regional economy. Thematic bonds play a key role in financing the transition to a resilient low-carbon society. Despite this, LAC accounts for just 2% of the global bond market (USD 16.3 billion in 2020). To promote the development of the regional thematic bond market, GGGI is collaborating with prospective issuers in Colombia, Peru and Paraguay to facilitate thematic bond issuances in domestic and international markets. GGGI technical assistance includes the development of Thematic Bond Framework defining issuers: - Use of Proceeds - Process for projects identification and selection - Process for management of proceeds - Monitoring and reporting commitments Proposed Activities for the Overall Project GGGI Mexico intends to engage a competent firm to conduct a review of the issuer-s thematic bond framework and produce a Second Party Opinion (SPO). The Second Party Opinion document will highlight key aspects of the Thematic Bond Framework, including its alignment with relevant International Capital Market Association-s (ICMA) principles, Sustainable Development Goals, relevant Nationally Determined Contributions (NDCs) and market standards. For each of the five (5) SPOs, the general assignment activities the service provider shall deliver the following Deliverables: a. Deliverable 1: Draft Second Party Opinion in Spanish b. Deliverable 2: Final Second Party Opinion in Spanish c. Deliverable 3: Translation of the Second Party opinion to English For the sake of this assignment, Thematic Bond may refer to Green, Social or Sustainability bond labels, as defined by ICMA-s Principles and Guidelines, with up to 8 Eligible Criteria. The service provider shall be responsible for carrying out all activities required to complete by/before December 1, 2023. The tender submission deadline is 16 January 2023 , 16:00 Hrs Korean Standard Time.
