  • Tenders are invited for Design and Development of a Facility-Level Greenhouse Gas (GHG) Reporting Program for Qatar. PROPOSED ACTIVITIES AND SCOPE OF WORK Working closely with GGGI, MECC and relevant government and private sector stakeholders, the Consultant shall deliver the following outputs. The consultant may recommend amendments to this scope, if necessary, in their proposal. The consultant shall demonstrate flexibility to adapt to the local needs and context and should anticipate reasonable changes that may affect the nature and scope of the final deliverables. The program will cover Energy, IPPU and Waste sector (landfills and wastewater treatment plants), all GHGs (CO2, CH4, N2O, PFCs, HFCs, SF6, and NF3) and precursor gases (NOx, CO, NMVOC, and SOx). Activity 1. Develop a detailed work plan - Describe methodology, steps, required data and information and provide detailed timeline. Activity 2. Identify the program coverage and develop institutional and legal frameworks - Review the existing internal GHG accounting and reporting programs of the GHG emitting corporates/facilities in Qatar and propose modifications to suit the need for the national reporting. - Review the draft coverage of the program prepared by GGGI and propose modifications. - Review the structure and implementation status of existing legal framework mandating the industrial facilities to report their environmental effluents (air pollutants, wastewater, etc.) to MECC. - Develop the content of a legal instrument (new legislation or amendments to the existing regulations) to be adopted by Qatar for mandating covered GHG-emitting facilities to report their emissions within the framework of this program. - Outline an institutional framework detailing the necessary structures and procedures for establishing and operating the GHG reporting program. Specify the roles and responsibilities of each involved entity and elaborate on the human resources and technical capacity required to ensure effective implementation. Activity 3. Develop quantification methodologies for GHG emissions and uncertainty - Formulate emission estimation methodologies (for all GHGs) taking into consideration the procedures currently employed by facilities, the availability of data and requirements of national inventory report. - Based on an initial evaluation of the existing facilities, the emission estimation methodologies should be provided for: β€’ source categories of energy sector (excluding transport, residential and commercial fuel consumption and fugitive emissions from solid fuels) β€’ IPPU source categories including chemical industries (Petrochemicals and Ammonia), mineral industries (cement and lime), metal industries (Iron and steel and aluminum) β€’ waste sector (solid waste management sites and wastewater treatment plants) - Develop guidance on reporting of precursor gases emissions (NOx, CO, NMVOC, and SOx) by leveraging the existing air pollutants reporting activities and incorporating guidance from IPCC national GHG inventory guidelines. - Formulate uncertainty estimation methodologies. Activity 4. Develop QA/QC, reporting, archiving, and program review procedures - Develop QA/QC procedures - Create reporting procedures considering the national reporting requirements (National inventory report consisting of National Inventory Document and Common Reporting Tables based on requirements of the ETF). - Provide archiving procedure. - Create a procedure for program review and improvement. Activity 5. Develop a GHG emissions calculation and reporting Excel tool - The Excel tool is designed to simplify data entry processes and mitigate potential human errors during emission quantification. - Each facility will be responsible for completing the sheets corresponding to their respective emission sources. Subsequently, they will forward the completed Excel file to the GHG reporting program administrator. - The Excel tool should comprise sections for definitions, a step-by-step procedure guide, and user-friendly data entry capabilities. It should possess the functionality to calculate both GHG emissions and associated uncertainties and be capable of generating result tables and charts for enhanced data visualization. Activity 6. Stakeholders- consultation and training workshops - Introduce the developed GHG reporting program to the stakeholders, collect their input, and make necessary adjustments in response to their feedback. - Develop required documentation (e.g., operation manual, factsheets, FAQs, etc.) to assist administrative and reporting entities in effectively managing program operations and maintaining compliance. - Training workshops on operation of the GHG reporting program For more details, please refer to the Terms of Reference (TOR) document attached. IMPORTANT TIMELINES: The tender submission deadline is 5 April 2024, 16:00 Hrs KST (Korean Standard Time). If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting β€˜View Details- on the relevant notice and then clicking the β€˜Tender Application- button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the 'Supplier Guidance' area of the portal for further information. Scroll down to the heading β€˜Tender Documents Received- where you will be able to view / download the documents. OPTING IN & OPTING OUT: Please note that you may be required to β€˜Opt In- before you can start populating your response. The β€˜Opt Out- functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to β€˜Opt In- at any time during the tender process if you initially decided to β€˜Opt Out-. SUBMITTING YOUR RESPONSE VIA THE PORTAL: Please note that you may be required to β€˜Opt In- to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e., specified documents) within the 'Tender Documents' tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click 'Submit Return', located towards the bottom of the screen.
