• Tenders are invited for Development of a Climate Change Adaptation Finance Tracking System, Burkina Faso NAP Implementation. SCOPE of WORK: The general objective of the mission is to provide the Government of Burkina Faso an operational and dynamic system for monitoring and verifying internal and external financing investments for climate projects in general and adaptation projects in particular in connection with the mobilization of adaptation resources at the national level. This operational system for monitoring climate financial flows will be hosted on the Adaptation Information Sharing website to ensure the dissemination of information and foster communication with stakeholders on climate finance. PROPOSED ACTIVITIES: For the success of the mission, the selected bidder shall: 1. Collect the required data and information and process them; 2. Analyze the framework for monitoring financial flows in Burkina Faso as well as the barriers and assess whether or not climate finance is taken into account; 3. Take stock of the state of internal and external climate/adaptation finance flows in the light of the guidelines set out in the national climate/adaptation resource mobilization strategy; 4. Organize and coordinate the contributions of stakeholders (ministry of the economy, accredited entities) to the supply of the system and confirm with the DNA/FVC and the SP/CNDD the alignment of the system with the adaptation web platform; 5. Propose a dynamic system for collecting/collecting and monitoring and verifying the different financing flows of climate/adaptation projects and make available to the SP/CNDD and the NDA/GCF the dedicated tools and instruments for collecting and feeding the system; 6. Prepare the terms of reference for the training workshop for teams from the SP/CNDD, NDA/GCF, relevant financial institutions and relevant stakeholders; 7. Train the teams of the SP/CNDD, NDA/GCF, relevant financial institutions and appropriate stakeholders (i.e. About thirty people) on the use of the monitoring and evaluation tools for climate/adaptation finance flows developed; 8. Propose a user manual and test the functionality of the developed system; 9. Accompany the SP/CNDD and NDA/GCF team over a period of six (06) months for the use of the system.
