  • Request for proposals are invited for Enhancing Sustainable Development in Public-Private Partnerships: Integrating Environmental, Social and Climate Change Considerations in Ecuador's Legal Framework. SCOPE OF WORK: Under this assignment, the scope of services and work will include: 1. Reviewing existing policies, legislation, and regulations of public-private partnerships (PPPs) in Ecuador, contextual information, and national and international best practices related to sustainable development concerning the integration of environmental, social, and climate change considerations into PPP projects. 2. Conducting at least two in-person roundtable discussions with members of CIFST, Public-Private Investment Secretariat, and MAATE, each lasting a minimum of 3 hours, to present climate-smart PPP best practices and discuss locally applicable opportunities. 3. Developing regulatory recommendations to integrate environmental, social, and climate change considerations into policies, legislation, and regulations of public-private partnerships (PPPs) in Ecuador. 4. Drafting at least 3 regulatory proposals for the integration of incentives that increase international environmental, social, and climate financing in public-private partnership (PPP) projects. 5. Conducting two in-person roundtable discussions, each lasting a minimum of 3 hours, with private sector operators and investors to gather feedback and comments. 6. Delivering three capacity-building workshops, each lasting a minimum of 3 hours, for at least 40 participants, including decision-makers and technical staff of CIFST, MAATE, Public-Private Investment Secretariat, and CICC, to ensure the effective implementation of recommendations. Activities The expected activities of the Service Provider are as follows: Stage 1: Work Plan • Present the consultancy work plan, describing the roles of responsible individuals, indicating the work schedule, workshop needs, and proposing a list of participants for each workshop. Stage 2: Diagnosis and Information Collection • Review existing policies, legislation, and regulations of public-private partnerships (PPPs) in the country, entry points, and international best practices for sustainable development regarding the integration of environmental, social, and climate change considerations into PPP projects. • Identify obstacles/bottlenecks in environmental authorization processes to improve approval times set in current regulations. • Detailed document describing policies, legislation, regulations, and international best practices related to climate in Public-Private Partnerships (PPPs) in Ecuador. Stage 3: Building Suggestions with Relevant Stakeholders: • Conduct two in-person roundtable discussions, each lasting a minimum of 3 hours, with members of CIFST, Public-Private Investment Secretariat, and MAATE to present climate-smart PPP best practices and discuss locally applicable opportunities. • Report on suggestions made with relevant stakeholders with proposed regulatory changes to integrate environmental, social, and climate change considerations into PPP policies, legislation, and regulations. • Meeting minutes, presentation materials, and a participant list broken down by gender during the suggestion-building process. Stage 4: Proposed Regulatory Recommendations for Integrating Environmental, Social, and Climate Change Considerations • Develop at least three concrete proposals to modify current regulations and legislation, integrating environmental, social, and climate change considerations into PPP projects. Stage 5: Consultations and Evaluation with Key Stakeholders • Conduct two in-person roundtable discussions, each lasting a minimum of 3 hours, with private sector operators and investors to gather feedback and comments on the proposed instruments. • Consultation and feedback report with comments from key stakeholders on the proposed instruments. • Meeting minutes, presentation materials, and a participant list broken down by gender during the consultation and evaluation process. Stage 6: Capacity Strengthening • Conduct three in-person capacity-strengthening workshops for a minimum of 40 people and lasting 3 hours each for decision-makers and technical staff of CIFST, MAATE, Public-Private Investment Secretariat (PPP), and CICC to ensure the effective implementation of recommendations. • Pre- and post-assessment reports. • Workshop reports: Including minutes, presentation materials, and a participant list broken down by gender during the capacity-strengthening process.
