  • Tenders are invited for Environmental and Social Impact Assessment for The Baganuur - Choir 220kv Transmission Line Project Under Mongolia Third Energy Sector Project (P178190) GGGI Mongolia invites interested firms to submit their bids for the subject tender "Consulting Services to conduct an Environmental and Social Impact Assessment for The Baganuur - Choir 220kv Transmission Line Project. Background The Government of Mongolia has identified priority investments in the transmission grid. The Ministry of Energy has requested the World Bank finance a core transmission line in Central Energy System (CES). The proposed project aims to strengthen the grid by reinforcing interconnections with remote areas where the existing grid capacity is not sufficient and thereby contributes not only to providing a reliable and stable power supply to target areas but also to enable further variable renewable energy (VRE) integration to the grid. As a result, the project will help meet the rising electricity demand with clean renewable power resources in the country. Therefore, the project will not only help Mongolia achieve its economic recovery goal and long-term sustainable development objective but also contribute to the global climate change agenda by reducing GHG emission. The project will consist of two components: 1) Transmission line construction and associated substations expansion: new construction of a 188 km 220 kV double circuit Baganuur-Choir electricity transmission line and expansion of two associated substations in Baganuur district and Choir. The line passes through Bayan, Arkhust, and Bayandelger soums of Tuv, Tsagaandelger soum of Dundgovi, and Bayantal and Choir soums of Govisumber aimags (provinces) and Baganuur district of Ulaanbaatar city of Mongolia. The details of the transmission line are indicated in the table below and Figure 1 (see Table 1 below); 2) The capacity building and implementation support, which will finance a technical study to enhance capability on power system planning and deploying smart grid technologies, long-term transmission planning focusing on determining options to improve grid flexibility and increase the integration of variable renewable energy; and forecasting analytics for power systems with high penetrations of VRE. Proposed Activities for the Overall Project The Consulting Firm shall prepare both GEIA and DEIA report in compliance with all relevant Mongolian requirements as stipulated in the Law on Environmental Impact Assessment and ESIA in compliance with the World Bank-s ESF covering all aspects of the Baganuur - Choir 220kV transmission project. Detailed documents on social part shall be prepared separately and the Consulting Firm needs to incorporate it in the ESIA report as necessary. 2) Scope of Work The Consulting Firm shall complete the following tasks according to the standards set by the World Bank and the law of Environmental Impact Assessment of Mongolia. The Consulting Firm shall ensure that General Environmental Impact Assessment (GEIA), Detailed Environmental Impact Assessment (DEIA) and Environmental Social Impact Assessment (ESIA) reports have following inputs well included and highlighted: 1) Prepared in compliance with the World Bank-s ESF, and meanwhile all relevant Mongolian requirements as stipulated in the Law on Environmental Impact Assessment 2) Based on a review of the combined Feasibility Study and Baseline Environmental Survey, site visits to the project site, and collection of all relevant primary and secondary environmental data, including the various master plans on the development of the project areas. 3) Review Mongolian regulatory framework and, its institutional arrangements and performance related to E&S management of the project, along with mechanisms proposed to fill any major gaps if identified against ESF; 4) Review E&S baselines that cover various physical, ecological, ambient environmental quality, social and economic aspects pertaining to the project proportionate to the E&S risks; 5) Compare the relevant domestic environmental standards with that of the applicable EHSGs of the WBG; 6) Conduct screening (and assessment if any) on the associated facilities (AF) based on the definition of AF under the ESF
