  • Request for proposals are invited for Feasibility Study and Detailed Engineering Design of A Resource Recovery Center at Nduba Dumping Site , Kigali, Rwanda. City of Kigali is rapidly urbanizing hence resulting in huge waste generation and high demand in public services including solid waste management services. The COWI Feasibility study highlights that the actual waste quantity at Nduba dumping site, that has been dumped from 2012 until 2020 is estimated at around 850,000 tons. A table below highlights, in tons, estimated annual waste amounts dumped to Nduba site since the start in 2012 up to 2020. The current Nduba dumping site is a controlled dumping site located on a ridge with a steep slope towards west. Dumping takes place at the upper, flat part of the area, where collection trucks unload waste. There is a large crew of waste workers/waste pickers who sort manually different types of recyclables from the waste immediately after it has been unloaded. Recyclables (e.g., paper, cardboard, plastic etc.) is taken to a separate area at the landfill, where it is baled (baling machine is obsolete), packed and stored temporarily until it may be transported for further treatment/recycling elsewhere. However, the level of sorting at the disposal site is inadequate, less quantities of recyclable are collected, and big quantities of recyclables are dumped together with other wastes. Therefore, the project aims at setting up a weigh bridge and a resource recovery centre to monitor waste taken in and out of the dumping site and increase recycling and valorisation activities respectively. Weigh bridge installation will generate accurate waste quantities transported to Nduba resulting for future planning of the waste management to Nduba dumping site and in the city in general. Then, Resource Recovery Centre will minimize pressure to the Nduba dumping site or future planned sanitary landfill at the site. The consulting firm will be responsible for undertaking weigh bridge specifications, supervise supply, installation and associated civil and mechanical works, data management from installed weigh bridge, conduct waste characterization, Feasibility study, and detailed engineering design of a Resource Recovery Centre. Under the guidance of the GGGI Rwanda country team, the firm shall perform the following tasks: Task 1: Development of technical specifications for a weigh bridge, supervision of supply, installation and associated civil, electrical, and mechanical works including scale house The feasibility study (FS) conducted by COWI recommended installation of weighting bridge to -monitor waste quantities transported to Nduba dumping site. Recorded accurate data of waste quantities will help City of Kigali for future planning of waste management at the landfill. Hence, firm will be responsible for the development technical specifications, Bill of Quantities (BOQ), engineering estimation, oversee construction and installation of weighbridge with associated civil, electrical and mechanical works, site identification of a weighbridge to be installed in the project area (Nduba dumping site) and data management for 3 months after installation (to capture wet and dry season quantities). The consultant will be required to investigate suitability of different configurations including a double bridge, the first allowing the weighing of the incoming trucks (loaded) and the second the weighing of the outgoing trucks (unloaded) linked to a data base managed from the administration for exact weight of the waste. The firm shall also consider waiting time for trucks entering the site, design aspects including steel or concrete, pit or above ground, drainage, power requirements.
