  • Tenders are invited for GCF Paraguay Readiness - Gap Assessment and Action Plan for Sudameris Bank S.A.E.C.A. 1) Proposed Activities for the Overall Project - Develop and deliver a Gap assessment for readiness support for Sudameris Bank (report) with respect to Sudameris Bank compliance against GCF-s basic fiduciary standards, specialized fiduciary standards for grants award, on-lending and blending services, Environmental and Social Safeguards (ESS) standards (for risk Categories A/I‐1, B/I‐2), as well as gender standards . This will be assessed considering that Sudameris Bank does not fully satisfy the requirements for accreditation as DAE before the Fund for Medium project sizes as defined by GCF1 and grants award, on-lending and blending services. - Advise Sudameris Bank (document) on possible accreditation application type (fiduciary functions, E&S risk category and size of project) that would fulfil its objectives on climate finance mobilization and timeframes. - Develop and deliver an Action plan and recommendations for Sudameris Bank (document) which will provide an optimized roadmap to close identified gaps based on agreed pathways for the accreditation type. 2) Scope of Work The selected consulting firm will work very close with Sudameris Bank in order to have deliverables completed by the first semester of 2022. The selected consulting firm should assess Sudameris Bank institutional capacity to comply with the Green Climate Fund requirements. Special attention should be paid to Grants award, On-lending and blending services, fiduciary procurement, transparency, and accountability standards; and C and B environmental and social safeguards (ESS) and management. Deliverables and Payment Schedule Before the work starts, a Non Disclosure Agreement will need to be signed between Sudameris and the selected consulting firm. Based on GCF formats (see annexes) the selected consulting firm should develop the following expected deliverables: When the consulting firm is hired, it must deliver its Working plan based on the tentative version presented as Proposal. OUTPUT 1- Detailed Workplan - The Service Provide must submit an updated workplan based on consultations with the NDA and Sudameris bank. The Service Provider should organized and held consultations with the NDA, Sudameris Bank and other primary beneficiaries during the first week of project implementation and submit detailed meeting minutes and updated detailed workplan by the third week of project implementation. The workplan should include, at the minimum, timeline of main deliverables, responsible staff, milestones and corresponding inputs and documentation to be submitted by Sudameris bank for the successful implementation of the project. OUTPUT 2. Sudameris Bank Gap assessment against compliance with GCF Standards - Undertake assessment of the entity-s conformity at the institutional level with the Fund-s Basic Fiduciary standards Target: Gap assessment including complete supporting documentation of Stage 1 Institutional Assessment and Completeness Check List (see annex) - Undertake assessment of the entity-s institutional capacities for conformity with the Fund-s Specialized Fiduciary Services (grants award, on-lending and blending) Target: Gap assessment including complete supporting documentation of Stage 1 Institutional assessment and Completeness Check List (see annex). - Undertake assessment of the entity-s institutional capacities for conformity with the Fund-s Environmental and Social Safeguards standards and risk categories (Categories A/I‐1, B/I‐2) Target: Gap assessment including complete supporting documentation of Stage 1 Institutional assessment and Completeness Check List (see annex) - Undertake assessment of the entity-s institutional capacities for conformity with the Fund-s gender policy Stage 2 Accreditation Review document (see annex) may also serve as reference to undertake gap assessment of basic and specialized fiduciary, environmental and social safeguards and gender standards. OUTPUT 3: Recommendation for GCF Accreditation application type Based on the Gap assessment, advice Sudameris Bank on possible GCF accreditation application types (grants, on-lending and blending fiduciary functions, E&S risk category and size of project) to take in the short-term (next 9 months) and long-term (18-24 months). OUTPUT 4: Sudameris Bank Readiness Action plan for compliance with GCF Standards Draft Sudameris Bank Readiness Action plan with recommendations based on OUTPUT 1 and on feedback from Sudameris Bank on which accreditation type (specialized fiduciary services, environmental and social risk categories, and project sizes) will be pursued immediately (short term, next 9 months) and which may be pursued over the long term (18-24 months).
