  • Request for proposals are invited for Geo-Technical & Infrastructure Feasibility Study for the Design and Construction of a Wastewater Treatment Plant at Ganters Bay, Castries Habour in Saint Lucia Scope of Work The Consultant shall perform the following tasks as part of the Services: a) Scope Part One: Sewerage Network The Consultant must: (i) conduct an existing condition assessment of the existing sewerage network in the Castries Basin and the extent of the required rehabilitation (including rehabilitation development criteria), including commenting on the feasibility of rerouting the existing network from underneath private homes and infiltration rates etc; (ii) install, or procure the installation of, flow meters at key pumping stations and collect and collate updated wastewater flow data for the Castries sewerage network sufficient to allow the design of the wastewater treatment plant and associated infra-structure (number and specification of flow meters to be proposed by the Consultant); (iii) collect and collate raw wastewater information sufficient to allow the design of the wastewater treatment plant and associated infrastructure; (iv) prepare a technical feasibility assessment of required sewerage network works and construction of a new sewerage trunk extension from Castries Centre to the proposed wastewater treatment facility site; (v) prepare a schematic design (30%) for the works to rehabilitate the existing sewerage network and construction of extension from Castries Centre to the wastewater treatment facility site; (vi) conduct a preliminary environmental impact assessment of the rehabilitation of the sewerage network; and (vii) provide cost estimations for the sewerage network works. b) Scope Part Two: Pumping The Consultant must: (i) conduct an assessment of the existing sewerage pumping capabilities in the Castries Basin (including capacity, physical conditions, electrical systems and spare parts) and provide a description of works required (including any expansion) to pump sewage to the proposed wastewater treatment facility; (ii) prepare a technical feasibility assessment of required pumping works; (iii) prepare a schematic design (30%) for required pumping works; (iv) conduct a preliminary environmental impact assessment of pumping works; and (v) provide cost estimations for the pumping works. c) Scope Part Three: Wastewater Treatment Facility and Marine Outfall Infrastructure The Consultant must: (i) conduct geotechnical investigations at the proposed Site, including soil testing, to ensure site suitability and support for the wastewater treatment facility; (ii) conduct a hazard assessment of the proposed Site, including flooding risk, and recommend risk mitigation measures; (iii) review the design of the wastewater treatment plant proposed by the historical reports (being the 2016 Feasibility Study as augmented by the 2023 reports); (iv) prepare a technical feasibility assessment for the proposed wastewater treatment facility, including all associated facilities on the Site and the marine outfall infrastructure; (v) prepare a schematic design (30%) for the wastewater treatment facility, and the marine outfall infrastructure, capable of receiving, storing and processing influent water from the Castries sewerage network so that the treated effluent water meets or exceeds the water quality parameters set out in Section 2.3; (vi) conduct a preliminary environmental impact assessment of the construction of the wastewater treatment facility and the marine outfall infrastructure; (vii) provide cost estimations for the design and construction of the wastewater treatment facility and the marine outfall infrastructure; (viii) comment on design changes and related matters should the plant be scaled to represent 50% percent level of sewer connections (e.g.: 5ML/day) in the Castries basin; and (ix) comment on design changes needed (including additional works) for, and the feasibility of, recycling treated water. d) Scope Part Four: Sludge Treatment The Consultant must: (i) where not included as part of the wastewater treatment plant, prepare a technical feasibility assessment for the treatment of sludge anticipated to be produced by the wastewater treatment plant; (ii) where not included as part of the wastewater treatment plant, prepare a schematic design (30%) for the sludge treatment facility; (iii) where not included as part of the wastewater treatment plant, conduct a preliminary environmental impact assessment of the sludge treatment facility; and (iv) where not included as part of the wastewater treatment plant, provide cost estimations for the design and construction of sludge treatment.
