  • Request for proposals are invited for GHG Inventory Methodology for Renewable Energy - Indonesia The Ministry of Energy & Mineral Resources (MEMR) has requested GGGI to support the development of the β€œMethodology for Calculating GHG Emission Reduction and/or Increasing Carbon Sequestration in the Mitigation Action Verification Framework”. This is a strategic task that will provide a basis to increase transparency and quality of data collection on emission reductions from mitigation actions, both emission calculation, validation, and verification. This methodology will be reviewed by the methodology panel team and will be stipulated through a Decree of the Director General of Climate Change Control (Dirjen Pengendalian Perubahan iklim) under the Ministry of Environment & Forestry (MoEF). MEMR requested GGGI to help develop an overarching β€˜methodology for renewable energy- that can provide strategic direction and guidance for key sectors. Developing a robust and standardized methodology for the greenhouse gas inventory of new and renewable energy sources is essential to ensure accurate and consistent emissions assessments. A reliable methodology provides a scientific framework to quantify the emissions associated with the production, distribution, and utilization of these alternative fuels. It allows for the comparison of different projects and systems, enables the tracking of emissions reductions, and facilitates the development of effective policies and regulations. A standardized methodology also enhances transparency and credibility, providing stakeholders with a common understanding of the environmental impact. It enables governments, investors, and industry players to make informed decisions, allocate resources efficiently, and monitor progress towards emission reduction targets. The results of this greenhouse gas (GHG) inventory methodology will be utilized for the National Referral System (SRN) and subsequently form the basis for the issuance of the Decree of the Director General of Climate Change Control (Surat Keputusan Dirjen Pengendalian Perubahan Iklim) by the MoEF on this matter. The development of the Methodology to Calculate GHG Emission Reduction provides an opportunity to design a tool for capacity building for both MEMR and the private sector since the development process will include several FGDs, seminars, consultation & training. The output also includes several methodologies to calculate GHG emission reduction as a policy regulation from the issuance of the Director General of Climate Change Control, the Ministry of Forestry and Environment Indonesia (MoEF). Thus, it creates an opportunity to incorporate RE-ACT support on the capacity building and new regulation as stated in Decree of Director General of Climate Change Control (Surat Keputusan Dirjen Pengendalian Perubahan Iklim atau SK Dirjen PPI). OBJECTIVE OF THE ASSIGNMENT: GGGI is searching for a consulting firm with experience in GHG methodology inventory assessment as technical input to government policy making and long-term planning, globally or/and specifically in Indonesia. Since the work will be undertaken in close cooperation with MEMR, GGGI and other partners, flexibility and a shared vision for the project outcome are essential. The successful consulting firm (hereinafter referred as β€œConsultant”) shall report to the GGGI Indonesia Energy Lead and RE-ACT Project Manager while also coordinating on a day-to-day basis with the appointed MEMR focal point(s), and where applicable cooperation with MoEF, Bappenas, and other required stakeholders. PROPOSED ACTIVITIES: GGGI will procure the services of a consulting firm with experience in GHG methodology inventory assessment as technical input to government policy making and long-term planning, globally or/and specifically in Indonesia. The Consultant shall carry out the scope of services with the below activities: 1. Development of Methodologies for GHG Calculation 2. Training/Workshop with MEMR - DG NREEC and MOEF - DG Garbage, Waste and B3 Management (PSLB3/Pengelolaan Sampah, Limbah dan B3) and DG Control of Climate Change (PPI/Pengendalian Perubahan Iklim) 3. Finalization of Methodology and Report to Calculate GHG inventory for several different renewable energy types.
