  • Request for proposals are invited for Legal, Social, Organizational, and Financial Accompaniment to the Structuring of The "Energy Communities" Model for Isla Grande and Isla Fuerte Populations, Located in Non-Interconnected Zones of Colombia. CONTEXT OF THE PROGRAM: GGGI has been a trusted advisor to the Government of Colombia (GoC) for more than a decade on the planning, structuring, and transitioning to an environmentally sustainable and socially inclusive economy. This has included giving valuable advisory support and capacity building to National Public Entities as the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Finance and Public Credit, and the National Planning Department, among others, and to Subnational Public Entities as the Governments of Antioquia, Meta, NariΓ±o, and Guaviare, also including the Departments of the CORPOAMAZONIA jurisdiction. In October 2022, the Global Green Growth Institute was awarded funding by the Foreign, Commonwealth & Development Office (FCDO) of the government of the United Kingdom to implement a project titled β€œColombia - UK Partnering for Accelerated Climate Transitions”. This project delivers demand-driven technical assistance to the Ministry of Mines and Energy (MME), the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Areas (IPSE) and selected private-sector developers to advance ColombiaΒ΄s just energy transition and provide sustainable and affordable energy solutions to vulnerable rural communities and households. Project Description: The adoption of renewable energy has the potential to stimulate private investments, foster economic expansion, create employment opportunities, and enhance access to clean, dependable, and cost-effective electricity. Collaborating with GGGI, the Colombian government is actively involving rural communities, particularly ethnic and marginalized groups, that are frequently excluded from decision-making processes, policy development, funding allocation, and equitable distribution of benefits. With the assistance of the UKPACT program, GGGI supports the Colombian government in its endeavors to guarantee that historically marginalized communities in Colombia also benefit from renewable energy projects and are part of Colombia-s just energy transition. The Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Zones (IPSE) is developing a set of projects for the 2023 budget period, which aim to implement energy solutions with Non-Conventional Energy Sources (NCRES) and hybrid types to expand coverage, as well as to improve the existing electricity infrastructure for the provision of electricity service in non-interconnected areas. Electrification efforts are hindered by the lack of technical and institutional capacity of public energy operators: after public energy generation assets are built, their precarious ownership is transferred through a gratuitous loan contract to the local public energy company. Experience has shown that limited technical and institutional capacity of operating companies results in the deterioration of the installed systems and energy shortages for the population. According to the 2022-2026 National Development Plan (NDP), the Government of Colombia will seek to advance in the coverage of energy services through 20,000 new Energy Communities (EC) users of Non-Conventional Renewable Energy Sources (NCRES), where individuals, households, businesses, and organizations will collectively produce, consume, and manage local energy resources.
