  • Request for proposals are invited for Provision of Consultancy Services for Development of a Georeferenced GCF Pipeline Monitoring System (the β€œGeo-Pipeline System”). Scope of work Attributes to be considered for platform design: The GEO-pipeline System should be a flexible and practical map and visual aid solution with easy key information printing function. The geodatabase built shouldn-t duplicate the other data already existing in iPMS and the system shall be installed in one of the GCF existing webpages with a help of GCF ICT team, if necessary. The system should support various user roles that can be used to limit access to system functions and/or data. Permissions for user roles can be assigned based on the needs of the subscriber. Below are examples of possible user roles: β€’ Main user: One or more main users (e.g. TM/TS) of DMA having the right to see and edit all the data of all the projects registered in the System, to create and publish maps and draw up reports. β€’ Secondary Users: Authorised to view project data and to edit certain data. β€’ AEs and NDAs (tentatively): Authorised to see part of the data. All the relevant and spatially explicit data in iPMS should be visible in different layers in the GEO-pipeline System. The content of each table will be defined to reflect the specific needs in data use and processes to be followed. The number of tables and the content of their attributes are defined in a first project stage, the definition phase. The different tables are represented in the map by a polygon (to show area), lines or points. A point can be represented by a dot or an icon and the icons can be modified based on e.g. result areas. The tables and attributes can be for example: β€’ Project name, Project ID, date of creation, country, theme, phase, result area, GCF funding volume, cofinancing amount, AE, project partners, impact (tonnes of CO2), number of direct and indirect beneficiaries, etc. β€’ If a CN is located in e.g. a natural protected area, then a polygon can be used, but if a program is proposed to cover multiple countries with undefined upfront specific locations, then points could also be used in case e.g. provincial level location. Tables can be created for other sites or points of interest in project areas where there exists a need for monitoring or reporting. They can also be created to represent the different NDA or AE offices in countries. The entities can be visualised on the map based on one or few attributes. For example, a project polygon can have the fill colour based on the result area, the border coloured by status and have a label with the project ID. The visualisation is decided with the customer to help users see the most suitable information Proposals must be submitted to the GCF no later than Friday 24 September 2021 at 17:00 hrs. Korean time. Effective with the release of this solicitation, all communications relating to this RFP must be directed only to the Head of Procurement by email at procurement@gcfund.org copied to pkadonya@gcfund.org and jwkim@gcfund.org.
