  • Request for proposals are invited for Social and Environmental Safeguards for non-AFOLU sectors in Carbon Markets. PROJECT BACKGROUND & OBJECTIVES The Service Provider required will support GGGI-s work in Colombia regarding social and environmental safeguards in carbon markets for non-AFOLU sectors. The products will be developed for one project of the current portfolio: Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program. The SPAR6C Program is funded by the International Climate Initiative (IKI) of the German government. Its objective is to use Article 6 (A6) cooperative approaches to engage the private sector in NDC implementation and to raise ambition in Colombia, Pakistan, Thailand, and Zambia. The program consists of six work packages, of which two are centrally managed and four are country driven. In the first two, best practice tools and approaches to implement cooperative mechanisms will be developed, underpinned by an international forum - a high ambition community of practice - that brings together countries and practitioners, who share the common objective of raising ambition through markets. Incountry implementation will focus on three areas of work in each of the four countries: 1) Long-term planning, 2) institutional readiness to transact, and 3) pilot design and transactions. More than eight A6 pilot programs will be implemented in Colombia, Pakistan, Thailand, and Zambia based on a toolbox of innovative guidance and approaches for transformative A6 design. The SPAR6C Program is supporting Colombia in developing its institutional, regulatory, and technical framework and capacities to embark on Article 6 transactions of ITMOs during the NDC implementation period 2020-2030. The program's first stage was the development of a Readiness and Needs Assessment (RNA) for implementing Article 6, which examines the country's capacities and systems to consolidate a strategy and guiding principles, institutional and procedural framework and monitoring tools related to Article 6. The RNA included information about the progress of Colombia in structuring a National Safeguards System (SNS) consisting of: 1) the national interpretation of the Cancun safeguards (15 rules); (2) existing regulatory and institutional frameworks for compliance; (3) aSafeguards Information System; and 4) a Citizen Attention Mechanism. These advances occurred within the framework of the construction of the Comprehensive Strategy for Deforestation Control and Forest Management (EICDGB) in 2018 (Ministry of Environment and Sustainable Development, 2018). Due to international advances such as the Cancun Safeguards and the advance in REDD+ projects nationally, efforts have focused on the forest sector. In 2023, these safeguards have been extended to all the AFOLU (Agriculture, Forestry and other land use) sectors by Article 230 of Law 2294 of the National Development Plan 2022-2026. One of the needs identified in the assessment is to extend the safeguards to sectors different to forests and integrate other differential approaches (gender, LGTBIQ, age, rurality, affectation by the armed conflict, etc.), in addition to ethnicity. GGGI is seeking for a Service Provider to support the SPARC Program in: a) developing guidelines of social and environmental safeguards in carbon market projects for sectors such as energy, housing, water and sanitation, industry and transport, among others OBJECTIVE OF THE ASSIGNMENT: Develop a proposal of Environmental and Social Safeguards for carbon market projects in the energy, housing, water and sanitation, industry, and transport sectors, as a technical input for the Colombia Environmental and Social Safeguards System, through a literature review of national and international good practices, safeguard schemes, characteristics of mitigation activities and carbon market projects in these sectors and interviews with relevant stakeholders. This proposal will be the basis for government and stakeholder consultation in partnership with the Ministry of Environment and Sustainable Development PROPOSED ACTIVITIES AND SCOPE OF WORK: 1) Proposed Activities for the Overall Project The firm shall be responsible for providing support to the following programs related to the following activities: 1. Technical and legal literature review of the existing social and environmental safeguards for carbon markets and mitigation actions from Governments, projects developers, and validation/verification bodies (VVBs), at national and international levels, in relation to sectors other than the forest sector, as well as existing national guidelines and tools on gender equality, just transition, social inclusion and human rights in the energy, housing, water and sanitation, industry and transport sectors. 2. Review of social and environmental impacts of mitigation actions in the aforementioned sectors in Colombia to identify the most pertinent negative impacts to prevent through the implementation of safeguards. 3. Carry out a detailed stakeholders mapping, using a stakeholder mapping methodology that includes: a database of relevant entities and actors for each sector, as well as an analysis of interests and relevance for the project. 4. Prioritize stakeholders and experts and guiding questions for conducting interviews to inform the initial proposal. 5. Develop the conceptual approach of the proposal of social and environmental safeguards to sectors other than the AFOLU. This initial document shall address the prioritized sectors and have a proposal for inclusion in the National Safeguards System of Colombia. 6. Develop a methodology to hold a workshop/meeting with the SPAR6C team and the Directorate of Climate Change of the Ministry of Environment and Sustainable Development, for the presentation, and feedback of the Environmental and Social Safeguards proposal for carbon markets in prioritized sectors. 7. Carry out a workshop/meeting with the SPAR6C team and at least 15 selected experts to present, validate and provide feedback to the proposal for Environmental and Social Safeguards for carbon markets in the prioritized sectors, under the methodology proposed in the previous numeral. 8. Carry out the consolidation and systematization of the information generated in the workshop. 9. Develop a document with a proposal of Social and Environmental Safeguards in the energy, housing, water and sanitation, industry, and transport sectors, including the elements and different perspectives by sector, and a proposal to include them in the Environmental and Social Safeguards National System. 10.Develop a handbook containing the proposal of Social and Environmental Safeguards for the energy, housing, water and sanitation industry and transport sectors that could be integrated into capacity building initiatives of the IKI Program and other counterparts, such as the Ministry of Environment and Sustainable Development. 11. Attend technical and team meetings, as required. 2) Scope of Work The Service Provider shall develop, with the technical accompaniment of GGGI, the following deliverables considering all the information described in these terms of reference: Deliverable 1. Workplan for both SPAR6C Program and AFI One (1) detailed work plan (in English and Spanish) that includes at least the following aspects: management approach, activities, proposed methodologies to achieve the deliverables, development times, delivery times, and responsibilities. Deliverable 2. Literature review of national and international experiences of social and environmental safeguards in carbon markets and risks of mitigation actions. One (1) document containing a literature review of national and international experiences of social and environmental safeguards in sectors other than the AFOLU sector, as well as existing national guidelines and tools on gender equality, just transition, social inclusion and human rights in the energy, housing, water and sanitation, industry and transport sectors. The review and analysis of information should take into account the following variables or items: - Specific risks of mitigation measures in the different sectors (both environmental and social) relevant to Colombia. - National regulations. - International examples of safeguards in carbon market standards. - Guidelines for safeguards of sectoral projects (not necessarily mitigation). Deliverable 3. Stakeholders and experts - SPAR6C Program One (1) document containing the map of relevant actors from the energy, housing, water and sanitation, industry and transport sectors, public and private sectors, civil society and academia at the national and subnational levels. The document shall prioritize key stakeholders and experts and propose guiding questions for conducting interviews with the prioritized stakeholders to inform the initial proposal.
