  • Request for proposals are invited for Supply and Installation of a Solar Energy System for Twelve (12) Pumping Stations in the Senegal River Valley The Government of Senegal has made the development of the electricity sector a key component of its Plan SΓ©nΓ©gal Emergent (PSE), which aims to make Senegal an emerging economy by 2035. Priorities include reducing the generation cost by reducing reliance on imported liquid fuels and improving access to electricity, particularly in rural areas. In addition, Senegal has significant potential to develop solar and wand as well as the possibility of expanding its offshore natural gas resources. The government aims to achieve universal access by 2025 through a combination of on- and off-grid solutions, although the country's rural concession program faces significant obstacles. GGGI has partnered with SAED (SociΓ©tΓ© d'AmΓ©nagement et d'Exploitation des Terres du Delta du Fleuve SΓ©nΓ©gal et des VallΓ©es du Fleuve SΓ©nΓ©gal et de la FalΓ©mΓ© - SociΓ©tΓ© d'AmΓ©nagement et exploitation du Delta du Fleuve SΓ©nΓ©gal), FONSIS, La Banque Agricole (LBA) and Farmer Organizations to implement Solar Irrigation for Climate Smart Agriculture in the Senegal River Valley with the support of the Qatar Government Fund for Development (QFFD). The Solar Irrigation for Climate Smart Agriculture in the Senegal River Valley project will help irrigated rice farmers to (i) transition from electric to hybrid electric/solar-powered irrigation pumps by equipping at most minuscule 12 pumping stations that irrigate a total of 1,800 ha of rice, equipped with at least 1,5 MWp of solar power and (ii) maintain and repair 1,800 ha of irrigated perimeters and (iii) transition to climate-smart agriculture (CSA) practices through the implementation of CSA pilots on 1,800 ha and training of 3,000 farmers on CSA practices and (iv) mobilize funding for the scaling up of solar irrigation and CSA. The details of the facilities and locations in which they are to be constructed are as follows: l Lot No. 1: Supply and installation of Seven Solar Power Plants in the delegation of Dagana. l Lot No. 2: Supply and installation of solar energy plants in the delegation of Podor l Lot No. 3: Supply and installation of solar energy plants in the delegation of Matam. SCOPE OF WORK The objective and deliverables of the contract will be to provide the authority with the supply and installation of solar powered systems to identified pumping stations already connected to grid. The pumping stations are operated seasonally according to different crops and different periods. The dimensioning of the solar installations has been done according to a technical-economic optimum: β€’ Priority to solar sources without storage. β€’ The solar system operates in complementarity with the public electricity grid of SENELEC. In summary, the installation includes the following: o A solar field of solar panels of well-defined power distributed in south-facing bays. o A concentrator (cabinet that gathers all the solar production) o Two large conductor cables that transport the solar energy produced from the field to the pumping station. o A distribution cabinet that receives the generated solar energy and routes it to the pump cabinets through the feeder circuit breakers. Each hybrid pump cabinet (one cabinet for each pump) converts the solar source, a direct current, to a three-phase source to run each pump. The same cabinets can receive the public electricity source SENELEC or a GE and power the pumps in non-sunny periods. A connected data acquiring and monitoring system for the main energy parameters (whether or not integrated with the inverter) is mandatory. The significant assets and related work provided and installed are listed below: β€’ Supply and delivery of polycrystalline solar panels of minimum power 395 Wp. β€’ Supply and delivery of stainless-steel support structure and fixing accessories for solar panels. β€’ Supply and delivery of a cabinet with inverter (whose power source is either solar or conventional network or combined) capable of supplying each pump with a cos fi greater than or equal to 0.96, including accessories and protections. β€’ Supply and delivery of the DC Combiner Box. β€’ Supply and delivery of DC Main Box (concentrator/distributor). β€’ Undertake massive civil works (foundations and associated labor). β€’ 1x6 mm2 flexible electrical cable wiring and protection accessory. β€’ Accessory for wiring and protecting the flexible electric cable H07RNF 1x25 mm2. β€’ 1x95 mm2 H07RNF flexible electrical cable wiring and protection accessory. β€’ Wiring and protection accessory for the flexible electrical cable H07RNF 4x10 mm2. β€’ Supply and deliver an AC or TGBT cabinet with lightning, differential protection, and a compact starting circuit breaker. β€’ Supply and delivery of grounding kits for solar panels. β€’ Supply and delivery of MC4 connectors and accessories. β€’ Supply and deliver a wire fence on a dirt floor, the height of 2 m. β€’ Supply and delivery of a double door Height = 1m70, Width = 3 m. β€’ Land clearing and compacted fill Width= 5 cm. β€’ Training on the primary use and maintenance of the hybrid solar power plant.
