  • Quotation are invited for Supply of Refrigerant Gases Reclaimant and Recovery Equipment for GGGI Rwanda Description : GGGI for its project in Rwanda is inviting eligible firms/entities to submit their quotations for the below specifications: The objective is to identify a firm with experience in the manufacture/selling and installation of Refrigerant Gases reclaimant and recovery equipment able to provide and install the system to reclaim and recover refrigerant gases. The refrigerant gases reclaimant and recovery equipment will be installed as a proof-of-concept element of recovering and recycling of the refrigerant gases of in Rwanda. The project aims to track, monitor, and evaluate the performance of the Refrigerant Gases reclaimant and recovery equipment as a feature aligned to the smart city concept integrated into systems and services in Rwanda. The firm selected for the Refrigerant Gases reclaimant and recovery equipment will also be engaged in the training of responsible technicians and staff to enable the maintenance and repair of the machine as needed. Ultimate, Waste to Resources project aims to enable the sustainable management of solid waste in Rwanda resulting in greenhouse gas and ozone depleting mitigation, environmental protection, green jobs creation and improved public health and sanitation. The increased reclaiming and recycling of refrigerant gases aligns with the project-s overall objectives and with the national priorities of the Government of Rwanda. For Detailed Technical Specifications please refer to the Request for Quotations (RFQ) document attached. 1. The Global Green Growth Institute (GGGI) hereby requests you to submit price quotation(s) for the supply of Refrigerant Gases reclaimant and recovery equipment. Details are posted in GGGI-s e-Green Procurement Portal (https://in-tendhost.co.uk/gggi) in the below documents: a) Schedule of Supply b) Price Schedule of Goods form c) Requirements and Qualification Criteria d) Others (if applicable) If you, however, have been associated with the firm that prepared the design, and/or specifications of the contract that is subject of this procurement, you shall be disqualified. To assist you in the preparation of your price quotation we enclose the necessary technical specifications and required quantities. 2. You must quote for all items under this request. Price quotations will be evaluated for all items together and contract awarded to the firm offering the technically responsive items and lowest evaluated total cost of all the items. 3. You must submit only one set of quotations containing: a) Business Registration Certificate b) Mandatory Disclosure c) Personal Data Consent Form d) Mandatory Certifications Form e) Technical Compliance Sheet f) Adequate technical documentation, catalogue(s) or other printed material, pertinent information in English for each item quoted, including names and addresses of firms providing after-sales service facilities. g) Price Schedule of Goods for the items h) Client Completion Letter (see Para IV Firm Experience) electronically via GGGI-s e-Green Procurement Portal. 4. Your quotation written in ENGLISH. 5. The deadline for receipt of your quotation(s) by GGGI is specified in GGGI-s e-Green Procurement Portal. 6. Your quotation(s) must be submitted as per the following instructions and in accordance with the attached form of Contract. The attached General Conditions of Contract is an integral part of the Contract. i) PRICES: The prices must be quoted for supply and delivery to place(s) of destination. Prices must be in USD including Value Added Tax (VAT). ii) EVALUATION OF QUOTATIONS: Offers determined to be substantially responsive to the technical specifications will be evaluated by comparison of their prices. An offer is not substantially responsive if it contains material deviations or reservations to the terms, conditions, and specifications in this request, and it will not be considered further. In evaluating the quotations, GGGI will adjust for any arithmetical errors as follows: a) where there is a discrepancy between the unit rate and the line item total resulting from multiplying the unit rate by the quantity, the unit rate as quoted will govern; and b) if a Supplier refuses to accept the correction, his quotation will be rejected. iii) AWARD OF CONTRACT: The award will be made to the bidder offering the lowest evaluated price and that meets the required standards of technical and financial capabilities. The successful bidder will sign a Contract as per attached form of contract and terms and conditions of supply. iv) VALIDITY OF THE OFFER: Your quotation(s) must be valid for a period of ninety (90) days from the deadline for the submission of quotation(s) indicated in GGGI-s e-Green Procurement Portal. 7. If you withdraw your quotation during the validity period and/or refuse to accept the award of a contract when and if awarded, then you will be excluded from the list of suppliers for the project for two years. 8. The bidder whose quotation has been accepted will be notified of the award of contract via GGGI-s e-Green Procurement Portal within the bid validity period. 9. Further information can be obtained via GGGI-s e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). 10. Under GGGI-s Anticorruption Policy and Procurement Rules, bidders shall observe the highest standard of ethics during the procurement and execution of such contracts. GGGI will reject a proposal for award, and will impose sanctions on parties involved, if it determines that the bidder recommended for award or any other party, has engaged in corrupt, fraudulent, collusive, or coercive practices in competing for, or in executing, the Contract. At the time of submission of your quotation or contract signature, you must not be in UN-s sanctions list (https://www.un.org/sc/suborg/en/sanctions/un-sc-consolidated-list) or have been debarred for a period exceeding one year or for an indefinite period by any Multilateral Development Bank (MDB), including the African Development Bank Group, the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank or the World Bank Group. Important Timelines: The tender submission deadline is 18 April 2023 16:00 pm Korean Standard Time (KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting β€˜View Details- on the relevant notice and then clicking the β€˜Tender Application- button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the 'Supplier Guidance' area of the portal for further information.
