  • Request for proposals are invited for Supporting the development of Bahrain-s National Adaptation Investment Plan (NAIP). A. Develop bankable Project Concept Notes for the approved projects using GGGI Concept Note template. A bankable project is one that has sufficient collateral, future cash flow, financial viability and high probability of success, to be acceptable to institutional investors and/or development partners for financing. The development of these CNs shall be carried out by relevant technical and financial experts in a close coordination and direct consultation with relevant stakeholders and shall consider the latest national planning framework in Bahrain. Total number of CNs is 10 - 11, distributed as follows: 4 CNs for Water, 4 CNs for Agriculture, and 2-3 CNs for Urban development. The below list shows the projects that have been prioritized by the relevant stakeholders already, so they have a bigger chance to be approved by the government, yet this does not necessarily mean that these projects represent the final list, as there is still a potential for coming up with new ideas by the government according to their latest developments and directions: Agriculture (4 Concept Notes): - Modern vertical and controlled farming practices requiring lower amounts of freshwater, such as hydroponic, aeroponic and aquaponic methods, as well as renewable energy - Advanced water efficient drip, sprinkler, or micro-sprinkler irrigation systems - Climate-controlled housing to protect animals from heat by installing energy efficient cooling technologies - Sustainable animal breeding practices to improve livestock-s adaption to changing environments and resistance to stress, shocks and diseases Urban development (2-3 Concept Notes): - District cooling for urban areas focusing on the adaptation and Co-benefits - Construction of new government buildings and public housing with green building standards for energy and water efficiency Water (4 Concept Notes): The below is the full list of proposed project ideas as project prioritization has not been done for this sector. Eventually, 4 project ideas shall be picked from the list. - Saline reduction in natural aquifers through development of artificial subsurface barriers - Relocation of groundwater pumping location from coastal regions to inland regions - Groundwater recharge using treated wastewater - Smart devices for monitoring of water use to raise awareness among consumers - Use of water saving devices - Leakage reduction measures in municipal water distribution pipelines - Replacement of old pipelines with corrosion resistant water distribution pipelines - Greywater recycling measures - Wastewater recycling - uses in industries Ecosystems and Biodiversity: 4 CNs have been developed already. The following factors shall be taken into consideration while conducting this task: - Project characteristics (size, sector(s), stakeholders, financing, complexity, etc.) - Bankability (readiness to be financed through existing financial mechanisms) - Scalability (replicability of project processes, tools, financing structures, etc.) - Potential impact (adaptation, economic savings, etc.) - Institutional capacity and effectiveness (government agencies, financial institutions, market participants, end-users, etc.) - Available financing mechanisms and instruments (loans, equity, funds, facilities, green bonds, credit enhancement, etc.) - Risks (financial, political, technical, currency, etc.) B. Validate the 15 - 16 CNs with the concerned stakeholders (4 CNs for Ecosystems and Biodiversity, 4 CNs for water sector, 4 CNs for Agriculture, and 3-4 CNs for Urban development). C. Provide GGGI with the final version of the project pipeline in a report format. This section shall include an introduction about the process of developing these CNs (with a narrative), in addition to the CNs themselves. D. Present a detailed log documenting the consultation and validation processes as an Annex. E. Secure government endorsement and alignment with public planning, which are pretty much needed to advance discussions with potential financiers. F. Discuss the implementation risks and risk mitigation measures in a separate section, including institutional and capacity-related risks, technical risks, financial risks, etc. (5 - 6 pages max.) G. Develop the Executive Summary Section of this plan. H. Compile all the components of the NAIP, including the ones that have been developed by GGGI. I. Carry out the required formatting and edit work and submit the final edited version to GGGI. Deadline; 18 March 2022 07:00.
