• Tenders are invited for Sustainable Municipal Solid Waste Management System Assessment and Pre-Feasibility for Establishment and Management of Circular Economy. The project consists of 3 outcomes namely: • Outcome 1: advise AMS through the relevant working groups on the establishment and further development of opportunities and platforms for the exchange of experiences and knowledge transfer as well as develop capacity development measures; • Outcome 2: promote greater integration and participation of the private sector, especially the tourism sector, in joint approaches to solutions at national and local level; • Outcome 3: develop and implement approaches to a circular economy (e.g., separate collection, recycling) in up to four pilot cities with the participation of the private sectors. GGGI is a delivery partner for the outcome 3 in Lao PDR, which aims to develop and implement field-tested options to enhance waste recycling and the municipal waste management system based on a circular economy concept in pilot cities with the participation of the private sector. The project intends to enhance municipal solid waste management and recycling in Vang Vieng District, Vientiane Province, Lao PDR. Outcome 3 of the AMUSE project (which GGGI is implementing) aims to undertake the following outputs: • Output 1: waste-to resource initiative including source separation of recyclables in the tourism sector. • Output 2: Urban Development Administrative Authority (UDAA) capacity to manage municipal solid waste improved, including municipality-led waste to resource initiatives. ASSIGNMENT OBJECTIVE: The overall objective of this consultancy is to support Vang Vieng district authorities particularly UDAA Vang Vieng to attain Solid Waste Management (SWM) targets and transition toward a sustainable SWM model premised on the circular economy principles. The project assignment will assess the solid waste management system and develop a pre-feasibility for a sustainable solid waste management system in Vang Vieng district covering 63 villages and a total population of about 55,000 residents (Lao Statistic Bureau, 2016).
