• Request for proposals are invited for Techno-Commercial Feasibility Study for Electric Public Transport Vehicle Development in National Capital Region, Philippines. Proposed Activities and Scope of Work 1) Proposed Activities for the Output GGGI - in cooperation with the Land Bank Philippines (LBP) - aims to facilitate the introduction of public electric vehicles in selected franchise routes within the province. The project-s outputs are as follows: 1. Identification of scope and techno-commercial feasibility study on electric public utility vehicle penetration in National Capital Region with gender and inclusion assessments incorporated. - Review of public transport plans and policies (both national and LGU-specific). - Technical analysis of transport condition and relevant infrastructure - Identification of franchise routes within the National Capital Region for public EVs - Assessment on applicability of a) electric public utility vehicle, and b) bus management system, which includes current and projected passenger volumes, routes, and charging station analysis. - Market review on e-buses and electric jeepneys. - Financial analysis of prioritized technology options / social and environmental benefits analysis. - Establish an investment case through a detailed investment memorandum to be pitched to development finance institutes and private sector. - Preparation of techno-commercial proposal for mobilizing potential resources (both domestic and global) with gender and inclusion opportunities explored including the options for potential domestic and international development financing & potential deal flow recommended. 2. Revision of GCF concept note - preparation of a Project Concept Note for submission to the Green Climate Fund, as a revision to LBP-s previous CN on Sustainable Urban Transport. 3. The consultant will be primarily responsible to rehash the existing concept note and address all GCF comments through the detailed feasibility assessment, stakeholder consultations and thorough analysis and review of the public transport plans, DOTr requirements for the project. 4. Additionally, the consultant needs to build consensus with the NDA to accept the new proposed concept note by the consultant, gain GCF and NDA clearance on the proposal 2) Scope of Work These pilot routes may be subject to change prior to the start of the feasibility study. In order to complete the above activities under the Output, the Consultant will produce the following deliverables: Deliverable 1: Inception Report The Inception Report shall outline the consultant firm-s overall plans and timeline for conducting the feasibility study. At the minimum, it shall contain the following items: - Framework of the study - to ensure that both parties have a mutual understanding of the consultant firm-s plan of action for conducting the assignment. - Assessment and review of transport conditions and relevant infrastructure - Identification of franchise routes within the National Capital Region for public EVs - Transport speed and traffic volume survey plan - these two technical studies are meant to provide a snapshot of the traffic movement and the volume of vehicles in pre-determined nodes in the identified franchise routes; - Ridership satisfaction survey workplan - this survey aims to assess the current satisfaction level of the passengers in the identified franchise routes; - Draft Investment Mobilization Strategy outline - this shall be discussed and finalized between GGGI and the successful consultancy firm and shall serve as the basis for Deliverable 4 of this consultancy contract; - Timeline - this timeline needs to conform with the overall deadlines and milestones of the study; - Stakeholder Management Plan - to ensure that the consultant will engage all concerned stakeholders in all stages of the study; - Consultation Workshop Summary - further to the Stakeholder Management Plan, the consultant is expected to conduct a consultation workshop with the Metro Manila; the purpose of the consultation is to brief the Provincial personnel and gather relevant comments and suggestions the cost of the workshop will be borne by GGGI and, - COVID 19 Protocol - the Consultant is expected to present a comprehensive COVID 19 protocol for the conduct of its activities.
